During the development of the chronicle soft-reset this year, a decision was made to remove Milestone Awards – additional bumps at every third MC – in an effort to simplify the XP system and to see what would best suit the needs of the post-reset chronicle. At that time, we noted that this decision would be reviewed later in the year. Starting a few weeks ago, that conversation began again as promised.

That review has happened, and we are pleased to announce that new Milestone Awards will be implemented in the December update of the Global Universal Addendum (12/15/09). To whet your appetite, we are letting you know now what those awards will be with an excerpt from the draft Addendum.

IV. EXPERIENCE POINTS

B. Membership Class Experience Points

1. Primary Characters:

a. Add 10 XP per MC at creation.

i. Example: At MC 5 a Primary character receives 50 XP.

b. In addition, Milestone awards are added as follows:

i. MC 1 – The character is awarded 20 additional experience points. This award is added during the MC XP phase of character creation.

ii. MC 3 – Specialized: Three additional skill specialties are awarded. These specializations may be used for the same skill, but may not be used for specializations in supernatural powers.

iii. MC 6 – Well-Rounded: Raise one merit from its current rating (0, 1, or 2) to x3, after character creation points and all XP (MC + Legacy) is already spent. This benefit may be applied “on top” of the existing PC if a Player reaches this MC level after the PC is brought into play. This benefit may not be used for Character Creation only merits, Power Stats, or Fighting Styles.

iv. MC 9 – Skill Focus: Raise one Skill from current rating (0,1 or 2) to x3, after character creation points and all XP (MC + Legacy) is already spent. This benefit may be applied “on top” of the existing PC if a Player reaches this MC level after the PC is brought into play.

v. MC 12 – Natural Aptitude: Raise one Attribute from current rating (1 or 2) to x3, after character creation points and all XP (MC + Legacy) is already spent. This benefit may be applied “on top” of the existing PC if a Player reaches this MC level after the PC is brought into play.

vi. MC 14 – The Edge: The starting template for each primary PC created by the player is altered so that the Power Stat starts at 2 rather than 1. Creation Merit Dots may be spent as usual to increase this. This benefit may only be used at character creation.

vii. Implementation:

(a) Date of Implementation: 15 December 2009.

(b) Milestones are applied to all new and existing Primary characters.

(c) This does not invoke a Low-approval character rewrite for existing characters.

(d) An XP refund is available for MC6/9/12/14 items if intervening dots were purchased on existing characters (dots 1 and 2 for MC6/9, dot 2 for MC12/14). This applies only at time of implementation of this proposal; it does not apply to later MC awards.

(1) Example: A player elects to raise Resources to 3 on his character via the MC 6 award. The character previously had two dots of Resources. The character receives an XP refund for those two dots (6 XP).

(2) Example: A player elects to raise Composure to 3 on his character via the MC12 award. The character previously had two dots of Composure. The character receives an XP refund for that second dot (10 XP).

(3) Example: A player elects to apply the MC 14 award to an existing character which already has a Power Stat at or above 2. The character receives an XP refund for that second dot (16XP), regardless of original means (creation points or XP) of gaining Power Stat 2 or above.

viii. Affiliate Transfers: It is possible that an Affiliate will elect to not implement Milestone awards. Characters that transfer to another Affiliate must conform to the policy of the gaining Affiliate, or secure the approval of the gaining Affiliate at Top Approval to retain non-conforming Milestone benefits accrued in another Affiliate.

2. Secondary characters: Add 10 XP only, as if created at MC 1.

3. These XP are added after normal character creation is complete, before entering play (i.e. they cannot be spent on “creation only” merits).

4. Up to ten XP can be left unspent and saved; other unspent XP is lost when the character enters play.

5. When a player gains new MC levels, all their Primary characters add 10 XP per level gained, as well as the applicable Milestone award, if any.

6. If a player loses MC levels, all their Primary characters lose XP equal to the worth of the MC. This may cause characters to go into “XP debt” (they do not lose dots from their sheet), which must be paid off before anything else is bought for that character.

In the near future, I have asked Brent Cerranto to clean out a bunch of applications to help clear out the dead weight in the database. The first thing we will be getting rid of are applications/characters that have been listed as removed. For members who have old/dead PC’s in the DB or items that are no longer relevant from before the reset (e.g., overcap XP before 2009), I would ask that you change those applications over to removed. If you cannot, ask your VST to help you. VSTs, dead VSS’s can also be moved to removed as well.

The time period for doing this will be 3 weeks (so for those of us going to ICC, we don’t have that to do on top of ICC prep) On November 2nd, I will send a 48 hour notice to get any removed things copy/pasted into a document if you wish to keep them in some way before telling Brent to pull all removed applications/characters from the DB.

A back up of the DB will be made prior to this initial delete in case of problems. Hopefully this will help ease up the DB.

I wanted to share some more details regarding ICC, what you can expect, and some of the things planned for you. As always if there are questions, you can contact me directly at iccstlead@gmail.com.

The venue events are very exciting with more and more refinement going on as the event draws closer.

Mage is looking particularly exciting with some of the core themes expressed. Curiosity, the exportation of the mysterious, and intellectual pursuits will now have equal footing with the more martially endowed. Can you imagine an event without a Rank 6 spirit coming by to hang out? Without some sort of metaphysical event that happens to be targeted on where the gathering is held?

Thanks to the hard work by the Forsaken team, the venue is also looking very compelling. A truly social event (without missing the visceral, focused violence) that enhances and showcases the venue in ways that will get new and old members excited. Look for some very interesting events this ICC for Forsaken.

Changeling has quite a few things that I wish I could share, but I know that you will be blown away by at the event itself. Even if you don’t play, take a moment to stop by to see the legendary props provided by the Prop team (Led by the amazing Lana Tessler).

One thing I can tell you about Requiem – people will be talking about this Requiem event for years to come. The main IC events are being held at the top of Stone Mountain (http://stonemountainpark.com/) near Atlanta. This setting along with what will be a truly memorable experience will make Requiem an event that changes the face of the chronicle.

Because ICC is an event and convention unlike any other, I also wanted to remind members that ICC is a Global event and not part of any affiliate or the US Camarilla. Attending ICC is much like attending an event in another affiliate. Events and decisions made at ICC by the ICC staff are appealed using the ICC chain of authority, not the chain of authority or handbook of your member nation/US.

To attend a game of the GIRC domain, in any venue, you should send your character sheet, together with answer to the above question. Other venue specific requirements imposed by the GIRC VST may be asked for as needed.

GIRC Checkin Policy:

The 48 hour rule was lifted. The check in policy is as follows:

Given that GIRC is an online game, and the ease of attending is therefore much higher than a game you would have to physically travel to OOC, we understand the desire of the Camarilla membership to have the freedom to attend games on short notice. GIRC welcomes all visitors, but ask that when you travel to the GIRC game you copy your storyteller on the e-mail with your sheet and travel arrangements. The ST staff retains the right to refuse check-in once game has started, or to delay the check in of any player who arrives after game start until such a time as checking in the player will not cause a disruption to the flow of the game. If the GIRC staff finds at any point that your character would have been unable to attend the game (due to time freeze, proxy issues, or any other reason) your XP for the game will be withdrawn and appropriate disciplinary measures will be taken.

*No* interaction within GIRC borders is considered soft RP Only. There is always a risk involved. If you send character sheets to any other account besides the ones listed above they WILL NOT be accepted.

GIRC Domain Games are played out on IRC. GIRC Games occur within the Greater Metropolitan Athens, Greece area sometimes referred as Attica. When you are playing with us, your PC is actually proxied to Athens, Greece. You are remaining in control of playing it. You type out your PC’s actions and what it says and does. Our Venue Storytellers remain in control of running games, just as this occurs during in-person LARP games.

GIR Members whose home domains do not have a VSS for the venue that they want to play in are welcome to attach their PCs to GIRC. If locating your character in Greece does not appeal to you, you still have options. See the GIR NST & GIRC DST for more information.

GIRC Storytellers reserve the right to refuse any proxy or PC or late request into the game and reserve the right to ask you not to use powers that may be unbalancing to game play. The Venue Storytellers and GIRC Coordinator personnel reserve the right to deal with player disruptions properly and accordingly. Players who cause overly large problems or disruptions may find their experience point rewards reduced or eliminated, their PCs kicked from the game, and the issue referred to the appropriate coordinator chain for resolution.

Greek is the default language of the GIRC Athens game. If your character is speaking a language besides Greek, please indicate that in your nickname on IRC as either John_Smith[Eng] or *Eng* “Hello, my name is John Smith.” If you’re not doing this, then it is assumed that your PC is speaking Greek while the player continues typing what is said in English.

All nicks and tags attached to nicknames are to be left up to the VST in charge of the Game/Scene. If you have any problems with a tag, please raise it with the VST and VST alone. There will be No open arguments or discussions in the Channel about this. Whether intentional or unintentional, it causes stress & problems. Don’t do it in #girc-ooc.

Any such conflicts found will be addressed in the next revision made to the Four Winds individual VSSs.

The Four Winds Lost VSS says: Players wishing to have their PC’s visit for a game must send their sheet 48 hours before the game. Failure to do so, will result in not being allowed to play.

To facilitate Four Winds members’ access to live games, same-day notification of intention to attend a live game will be sufficient.

The Four Winds Requiem VSS says: No 48 hour rule. Instead, other things will be affected. (Does not negate IC choices or requirements) There will no longer, at this time, be a 48 hour no play rule. In terms of visitors the 48 hour will effect 2 things. Feeding and XP. It will effect feeding by adding a +1 bonus to everyone who sent in their sheet 48 hours or more before game (and also 4winds members will receive this benefit as well). Everyone who did NOT send their sheet before 48 hours will have a -1 modifier. Additionally, only those who registered 48 hours before (and of course 4winds members) will receive full xp. Those who did not, will receive 2 less than awarded. Furthermore, should people wish to play and not have an IC invitation, have them get in touch with me 48 hours BEFORE These will be sent out with ample time to compensate. and I will happily help them make links and ties to try to find invitations. On this note, if you would like help finding more ties for your character, let me know and I can send some of those people to you to make IC links. The ST does reserve the right to enact more stringent guidelines for larger games such as Games of the Month. These will be sent out with ample time to compensate.

GIRC Domain Checkin Policy: The 48 hour rule has been lifted. Given that GIRC is an online game, and the ease of attending is therefore much higher than a game you would have to physically travel to OOC, we understand the desire of the Camarilla membership to have the freedom to attend games on short notice. GIRC welcomes all visitors, but ask that when you travel to the GIRC game you copy your storyteller on the e-mail with your sheet and travel arrangements. The ST staff retains the right to refuse check-in once game has started, or to delay the check in of any player who arrives after game start until such a time as checking in the player will not cause a disruption to the flow of the game. If the GIRC staff finds at any point that your character would have been unable to attend the game (due to time freeze, proxy issues, or any other reason) your XP for the game will be withdrawn and appropriate disciplinary measures will be taken.

In order to play in the venue, players are required to send a character sheet to GIRC.Awakening@gmail.com Letting your own storyteller know is also helpful. Character sheets are required to have the following:

Players name, Camarilla membership number, Storyteller name and email address.

Subject line should include: GIRC Awakening October 15 | PC Name | Player Name | Cam # |

A complete Experience log that includes a creation log and Experience awards.

Confirmation of all approval items on the character sheet, in the form of approval numbers from the database where available. If your affiliate does not use the approvals database, then alternative confirmation should be provided using whatever mechanism is in place for the affiliate.

A listing of any mechanics applicable to the character that are found in sources other than MET, and MET: Awakening. This includes all Rotes and Legacy attainments not found in, MET: Awakening. For these, a confirmation of page numbers and source is sufficient (if the supervising ST does not have access to these mechanics you may be asked to provide them.) For any custom items, full mechanics should be provided.

The VST is happy to accept character sheets sent up to 7 days in advance of the game. Doing so, however, is not a requirement.

Note: Players with characters attached to the GIRC Awakening VSS are exempt from the above check in requirement, on the basis that the supervising ST for the event has an up to date copy of their character sheet on file (n.b. in email, not on the approvals database.) The character sheet on file with the supervising ST will be considered correct in all instances of conflict.

Spells at Chapter Start (a.k.a. “Pre-Casts”):

If your character wishes to enter play with active magic, these spells should be detailed in the body of your email checking the character in for play. This should be separate of any notation of these spells you may make on the character sheet, and will only be accepted if in the body of an email. There is no exception for VSS local PCs from this rule, any spells they wish to have active at game start must be detailed in this email.

Spells at the start of game will be dealt with as per the rules for “Spells at Chapter Start” (p. 166 MET: Awakening.) To summarise; each character may activate a number of spells before the start of game equal to their unmodified Stamina at most. These spells may have a number of successes allocated equal to the characters Gnosis multiplied by unmodified Stamina, provided that normal ritual cast success limits are not violated. Mana costs must be paid for these spells as normal (for ritual cast spells outside of favoured Arcana and without a rote, 1 mana will be spent per 2 successes assigned to the spell) and paradox for Vulgar and improbable spells will be dealt with on a case by case basis.

PLEASE NOTE: If any of your pre-cast spells are Vulgar, regardless of where of how they were cast (Demesne, etc.), please bring this to the attention of the VST at check-in time. The effects of this on participation in the game will be assessed before the character is cleared for play. This requirement will be handled using the honour policy, however random spot checks will be made after each game to confirm if this was done.

If you wish your character to be under the effect of any spells that fall outside these rules, for example spells cast using downtime actions with your own VST, these must be sent in advance of the game. This must include confirmation of the spells being cast, either in the form of an email from the confirming ST (not simply a copy of your email sent to them) or an approval database code. If received prior to game, these will be dealt with on a case by case basis. If received late these will not be allowed without exceptional justification.

Mana and Tass:

At the beginning of game, each character is assumed to have the following mana. Base willpower + number of dots in Hallow (or total dots in a shared Hallow) – any Mana Bleed (p 64, MET: Awakening)

The cost for any pre-cast spells must be applied from this mana pool before the character enters play. Tass may be used to off-set this cost, contributing to the limits on readily available tass below. If this would result in a negative mana pool, the spells may not be used in game.

Characters may bring tass into the game as a way to provide Mana. This should be listed on character sheets, separate from mana pools. Characters are limited to no more than half their maximum mana pool (rounded down) in tass at the beginning of play. This is further subject to a hard maximum of 10 points of tass. (example; a Gnosis 4 PC would be limited to 7 points of tass, a Gnosis 7 PC to 10, and a Gnosis 10 PC also to 10.)

If you use a specific method of tracking mana for your PC on a day to day basis, this must be cleared with the VST in advance of the game, and will be dealt with on a case by case basis. The VST reserves the right to apply these rules to characters, even if the player is using other methods to specifically track mana.

As well include the following information: a) Why you are coming to Athens, what you wish to achieve, who if anyone you are coming to visit. b) how you are traveling and arriving in Athens. If not yourself, who is funding the journey. How you are dealing with customs and immigration. c) a list of any weapons or other contraband you are bringing into Athens, and how you are getting it through customs. d) where you are staying while here.

*No* games are considered soft RP Only. There is always a risk involved, in this case possibly having a good time. If you send check in information to any other account besides the one listed above it WILL NOT be accepted.

GIRC Storytellers reserve the right to refuse any proxy or PC into the game and reserve the right to ask you not to use powers that may be unbalancing to game play. The Venue Storytellers and GIRC Coordinator personnel reserve the right to deal with player disruptions properly and accordingly. Players who cause overly large problems or disruptions may find their experience point rewards reduced or eliminated, their PCs kicked from the game, and the issue referred to the appropriate coordinator chain for resolution.

ST rules calls are final. All arguments will be handled After game has been concluded. Failure to comply will result in reduction or loss of XP award normally allowed for this game.

Greek is the default language of the GIRC Athens game. If your character is speaking a language besides Greek, please indicate that in your nickname on IRC as either John_Smith[Eng] or *Eng* “Hello, my name is John Smith.” If you’re not doing this, then it is assumed that your PC is speaking Greek while the player continues typing what is said in English.
